The United States Marine Corps, through Marine Corps Installations Command, is pursuing a consolidated contract under solicitation HTC711-26-R-0002 to provide regional garrison food services across Continental United States installations, combining the previously separate East and West Coast requirements into a single nationwide effort. This initiative encompasses 47 mess halls—27 on the East Coast and 20 on the West Coast—with the awardee responsible for year-round meal preparation, service, facility management, and maintenance of all necessary non-expendable equipment, all funded by the contractor. The operation must adhere to stringent standards including the Tri-Service Food Code, ServSafe® certification, Navy Environmental Preventive Medicine Unit requirements, USDA and USDC regulations, and compliance with the Berry Amendment and Buy American Act, ensuring that key food items are domestically sourced. The contract will likely include a base period with option years and will require a subcontracting plan under FAR 52.219-9, with goals for small businesses, veteran-owned firms, HUBZones, WOSBs, and 8(a) participants, monitored through the Electronic Subcontracting Reporting System. The awardee must be prepared to transition operations seamlessly across all locations, including securing and installing equipment, hiring and training staff, and aligning with the AbilityOne Program where mandated, potentially through partnerships with State Licensing Agencies under the Randolph-Sheppard Act. Performance will be evaluated based on meal quality, service excellence, food safety, facility cleanliness, timeliness, equipment sustainment, and responsive management, with no indication of an LPTA approach—instead favoring a trade-off method where technical merit carries weight alongside cost.
