AI Contract Overview
This contract is for the procurement of a commercial off-the-shelf electromagnetic relay, identified by NSN 5945-01-453-1808 and part number 2112AH1SFC947, under a Small Business Total Set-Aside solicitation with a NAICS code of 335314. The contract is structured as an indefinite-delivery contract with a maximum value of $350,000 and a guaranteed minimum order of one unit, with delivery required 266 days after the order date. All items must be furnished FOB origin and inspected and accepted at destination, with packaging strictly compliant with MIL-STD-2073-1E and marking conforming to MIL-STD-129, including the special marking code ZZ for unique requirements. The relay must adhere to stringent environmental restrictions, including a total prohibition on intentional mercury or mercury compounds, with narrow exceptions for batteries, sensors, and specific equipment authorized by NAVSEA, and must also exclude hexavalent chromium. Lead finish on electronic components must be properly labeled per IPC/JEDEC J-STD-609 to indicate whether it is lead-free or contains lead, with markings placed in accordance with the standard. The contractor must implement cybersecurity controls consistent with NIST SP 800-171 and submit a self-assessment to the DoD Supplier Performance Risk System. The solicitation mandates full compliance with far-reaching regulatory and compliance frameworks, including employment equity, trafficking in persons prevention, employment eligibility verification, and sustainable product requirements. Contractors must certify their small business status and are barred from using mandatory arbitration agreements in employment contracts. Foreign-flag ocean transportation is restricted, and the use of telecommunications equipment from designated Chinese entities is strictly prohibited. Hazard communication standards must be followed, and all materials must be properly labeled. Payment will be processed through Wide Area WorkFlow, with invoicing handled electronically under established DoDAAC structures. The contract includes numerous DFARS and FAR clauses covering compensation of former officials, whistleblower rights, government personnel work product control, and prohibitions on toxic materials. All representations, certifications, and compliance documentation must be submitted electronically through the DIBBS portal by the stated deadline, with no hardcopy submissions permitted. The item is a critical application product, and any configuration changes require formal engineering change proposals or variance requests.
