The Reno-Tahoe Airport Authority (RTAA) has issued this Request for Qualifications (RFQ) with the sole purpose and intent of obtaining Statement of Qualifications (SOQ) submittals from qualified, professional firms or teams (Respondents) interested in providing professional services for the development of an Airport Master Plan, an Airport Layout Plan Update including an Exhibit A, and Airports Geographic Information System (AGIS) Survey Data for Reno-Stead Airport (RTS), located in Reno, Nevada. The last Airport Master Plan for RTS was completed in 2010.
RTS is a 5,170-acre general aviation reliever airport, owned and operated by the Reno-Tahoe Airport Authority (RTAA). Located approximately 15 miles North of downtown Reno, RTS is classified as a regional airport by the Federal Aviation Administration (FAA).
Since the 2010 Master Plan, the Reno North Valleys community and RTS have grown and evolved in a manner not anticipated during the previous master planning effort. Changes include a Master Development Agreement (MDA) for non-aeronautical development at RTS with Dermody Properties, the departure of the Reno National Championship Air Races, growth in regional wildland fire operations, redevelopment of the Nevada Army Guard facilities, a region-wide shortage of general aviation hangars, introduction of unmanned aircraft operations (UAS) and dirt runway aircraft operations, dwindling industrial land availability in the region, and housing growth in the North Valleys.
If awarded, a Professional Services Agreement (Agreement) to provide these Services will be effective on the date an Agreement is approved by the RTAA Board of Trustees, signed by all required parties, and filed with the RTAA's Contracts & Procurement Department.
Funding for the Airport Master Plan, Airport Layout Plan, and AGIS Data Collection (Project) is expected to include traditional FAA Airport Improvement Program (AIP) grant funding, Bipartisan Infrastructure Law (BIL) Airport Infrastructure Grant (AIG) funding, and RTAA revenues. The RTAA anticipates awarding base services, more clearly identified in Section 3, Scope of Services, pending available funding. Additional services, identified as alternate services, may be awarded on a task order basis, pending available funding after the initial Agreement.
The Project shall be conducted in accordance with all applicable FAA Advisory Circulars (AC) and other federal, state, and local requirements including but not limited to AC 150/5070-6B (Airport Master Plans), AC 150/5300-13B (Airport Design), AC 150/5000-17 (Critical Aircraft), AC 150/5300-16B (Aeronautical Surveys), AC 150/5300-17C (Airport Imagery), AC 150/5300-18B (GIS Standards), AC 150/5320-5D (Airport Drainage), and AC 150/5390-2D (Heliport Design).
As is more fully explained in Section 13, Evaluation and Award Process of this RFQ, an award, if made, will be made to the best overall Respondent whose SOQ is most advantageous to the RTAA taking into consideration the evaluation factors set forth in this RFQ. The RTAA reserves the right to not award an Agreement for any work herein; issuance of this RFQ solicitation does not guarantee any subsequent award. Furthermore, the RTAA reserves the right to hire any additional consultants as needed at its discretion.

At the non-mandatory Pre-Proposal meeting, RTAA staff will provide a brief overview of the Project expectations, submittal requirements, and preferred timeline, followed by a question & answer session. The purpose of the Pre-Proposal meeting is to allow an open forum for discussion with RTAA staff regarding the RFQ, with all prospective Respondents having an equal opportunity to hear and participate. Oral questions will receive oral responses, neither of which will be considered official nor become a part of the RFQ. A list of attendees will be issued as an addendum via NGEM within 48 hours of the meeting.
Respondents are not required to attend the Pre-Proposal meeting; therefore, SOQs will not be contingent upon attendance at this meeting. However, it is highly recommended that prospective Respondents attend, as this is the only opportunity to interface with RTAA staff while the solicitation is ongoing.
Respondents are required to submit one (1) ORIGINAL copy of their SOQ marked "ORIGINAL," five (5) identical bound copies marked "COPY," and one (1) electronic copy on a flash drive. The Respondent should ensure that the thumb drive is not corrupted, or password protected, and contains the entire SOQ response. Package(s) containing the original SOQ, copies, and flash drive shall be sealed and clearly marked "SOQ: Reno-Stead Airport Master Plan RFQ #24/25-03." However, there is no need to individually wrap and seal each of the six (6) copies of the submittal.
SOQs shall be submitted no later than the date and time stated in Section 6, Schedule. Do not upload SOQ submissions or any documentation to the NGEM website.
Mailed and hand delivered SOQs shall be enclosed within another envelope with the notation "SOQ ENCLOSED" on the face of the outside envelope or package, and received at the following address:
Reno-Tahoe Airport Authority
Contracts & Procurement Department
2770 Vassar Street
Reno, NV 89502
Late SOQs will not be accepted and will be automatically disqualified from further consideration. No SOQ, whether mailed or hand delivered, shall be considered if it has not been received at the RTAA Contracts & Procurement Department, 2770 Vassar Street, Reno, NV, on or before the SOQ deadline. Postmarks do not qualify as delivery. The clock at the Procurement Office is the RTAA's official clock; timeliness of SOQs will be determined using only this clock. Respondents assume full responsibility for timely delivery of its SOQ at the specified location. Respondents assume the risk for the method of delivery chosen. The RTAA assumes no responsibility for delays caused by any delivery service. Oral, telephonic, faxed, or emailed SOQs, or SOQs submitted via NGEM, are invalid and will not receive consideration.
All prospective Respondents should continually monitor this website to ensure receipt of any addenda associated with this RFQ.
