AI Contract Overview
The Department of Health and Human Services intends to award a sole source firm fixed price contract to Millipore Sigma for the requalification of a single lot of the S66 reference standard PEN-866 under the authority of FAR subpart 13.106-1(b)(1)(i), as the requirement meets the criteria for non-competitive procurement due to the necessity of maintaining data continuity, traceability, and regulatory compliance. The contract, classified under NAICS code 541380 for Testing Laboratories and PSC AN42 for Health R&D Services, involves generating a formal certificate of testing to be provided to POB, ensuring the continued validity of the reference standard without disruption to existing regulatory processes. This action is justified by the exclusive nature of the standard and the specialized expertise required to perform the requalification, which only the original provider can adequately fulfill. Interested parties may submit capability statements by email to Shannon Scarboro at Shannon.scarboro@hhs.gov within five calendar days of the notice’s publication date, May 6, 2026, with a deadline of May 8, 2026, to demonstrate that competition would be advantageous to the government; however, any information received will be used solely to determine whether a competitive procurement should be pursued, and no reimbursement will be provided for costs incurred in responding. The contract is not a solicitation, and the government retains full discretion to proceed without competition. The point of contact for inquiries is O. Joy Ajao, and the performance location is in Maryland, with all correspondence required to be submitted electronically.
