AI Contract Overview
The National Institutes of Health (NIH) plans to award a firm fixed-price sole source contract to Metabolon, Inc. for biological sample testing services in support of a diet intervention clinical research trial conducted at the NIH Clinical Center in Bethesda, Maryland. Metabolon, Inc., based in Morrisville, North Carolina, is chosen for their specialized expertise in bioanalysis and data interpretation of metabolomics, employing proprietary analytical and bioinformatics technologies that enable rapid, high-throughput processing of biochemical data. Since previous samples from this study have been analyzed by Metabolon, continued use of their services is essential to minimize variability and facilitate meaningful comparisons with related clinical trial data. This acquisition is being conducted under the simplified acquisition procedures outlined in FAR Part 13, allowing the NIH contracting officer to limit the solicitation to a single source as only one source is reasonably available. The total value of the purchase order falls below the simplified acquisition threshold, making this exemption from full competitive requirements applicable. While this notice serves as an announcement of intent rather than a solicitation, interested parties may express their interest or capabilities by May 13, 2026. All inquiries and comments should be directed to the designated contract specialist at NIH. The contract aligns with NAICS code 541380 for Testing Laboratories and Services and relates to medical instruments and supplies with product service code 6515.

Description:
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
The National Institutes of Health (NIH) intends to award a fixed price purchase order to Metabolon, Inc., located at 617 Davis Dr. STE 400, Morrisville, NC 27560, on a firm fixed price sole source award basis to provide biological sample testing services to the National Institutes of Health.
The proposed vendor, Metabolon, Inc., specializes in the bioanalysis and data interpretation of metabolomics for the mechanistic understanding of biomarkers at a cellular level. Metabolon sets itself apart with superior analytical and bioinformatics technologies, which together produce high-quality data via a high-throughput workflow. Their proprietary bioinformatics technology rapidly sorts through massive amounts of biochemical data, extracting only significant information. Samples for this study have already been analyzed by Metabolon in previous years, and we want to limit variability of sample testing. It will be critical to put study results into context to compare our data from Metabolon to the results from similar clinical trials that performed testing at Metabolon.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
