The New York State Olympic Regional Development Authority has issued a Request for Qualifications (RFQ) to establish a pool of pre-qualified vendors capable of providing unarmed event security services across multiple Olympic Authority venues located in Essex, Ulster, and Warren Counties, New York, including Lake Placid, Wilmington, North Creek, and Highmount. The goal is to secure experienced and licensed security partners who can support a variety of events during the 2025–2026 season, estimated to include 8 to 12 occasions. Vendors must demonstrate compliance with New York State licensing requirements under Article 7-A of the General Business Law and 19 NYCRR Part 174 and provide all necessary labor, equipment, materials, and transportation for event security, including services such as crowd control, access monitoring, bag checks, operation of magnetometers, and traffic control for ticketed events. The RFQ requires vendors to submit baseline pricing and service capability information via a submission form and pricing sheet, included as attachments, and commits to awarding one-year Master Agreements with optional renewals. These agreements will govern contractual terms and serve as prerequisites for project-specific Work Authorization Forms or Purchase Orders. Vendors selected through this RFQ process will enter a Master Agreement with the Olympic Authority, creating a qualified vendor pool eligible for future competitive selection processes on individual projects or events. Pricing submitted during the RFQ is for baseline reference; actual project work will be solicited competitively from pre-qualified vendors based on factors such as cost, availability, technical capabilities, and prior performance. The contract does not impose MWBE, service-disabled veteran, or disadvantaged business participation goals, nor does it include packaging, labeling, or bar-coding requirements. Insurance coverage in accordance with Attachment B, adherence to the Olympic Authority’s Standard Contract Terms, and compliance with applicable state and federal laws are mandatory. Vendors must maintain firm offers for at least 45 days and may be required to provide additional information during evaluation. Payment terms specify invoices to be submitted to the Olympic Authority’s designated office in Lake Placid after acceptance of services, with early payment discounts allowed but not impacting awards except in tie situations. The Olympic Authority reserves the right to reject any submissions, request clarifications, negotiate within the scope of the RFQ, and conduct audits of vendor records for up to six years following contract performance. This solicitation is open-ended with continuous acceptance of applications, and all contractual undertakings are managed under a structured framework emphasizing compliance, flexibility, and event-specific customized security solutions.
