The Department of the Navy’s Space and Naval Warfare Systems Center (SPAWARSYSCEN) in San Diego plans to award a cost reimbursement contract on a sole source basis to MCNC Research and Development Institute (MCNC-RDI) for research and development engineering services supporting the DARPA Vertically Integrated Sensor Array (VISA) Program. This contract is a continuation of previous work focusing on advancing high-density vertical interconnect technology needed for new infrared sensors developed under the VISA program, which supports both the Defense Advanced Research Projects Agency (DARPA) and the Missile Defense Agency (MDA). The contract will involve further development of the fabrication process, as well as ongoing fabrication and testing of high-density vertical interconnect layers that enable the creation of sensor chips. This sole source contract justification is based on the unique technical expertise and capabilities of MCNC-RDI, with the government determining that no other provider can meet the agency’s requirements without incurring substantial delays and additional costs. The contract is anticipated to last approximately one year, valued at around $950,000. The authority for sole source contracting under this procurement comes from 10 U.S.C. 2304(c)(1) and FAR 6.302-1, citing that only one responsible source is available. Questions about this procurement can be directed to the designated government point of contact. The NAICS classification relates to custom computer programming services with a size standard of $23 million.
