This contract involves the Wisconsin Wetland Conservation Trust's effort to solicit industry input for long-term management services at Wisconsin’s In-Lieu Fee wetland mitigation sites. The primary goal is to establish a structured bidding process for managing restored wetlands that have met vegetative performance standards, typically after five years of restoration activities. Once these standards are achieved, sites enter a perpetual long-term management phase focused on maintaining native vegetation and wetland functions through activities such as invasive species control, prescribed burning, mowing, and reseeding as needed. The Trust has restored 14 sites covering 850 acres to date, and future sites will similarly require ongoing management funded through a dedicated endowment. The Wisconsin Department of Natural Resources plans to award separate one-year contracts with renewal options, with the bidding process emphasizing the lowest cost per site. The RFI seeks industry feedback on the proposed bidding structure, including lump sum and unit cost options, site-specific information requirements, and the overall selection methodology. A vendor conference call is scheduled to facilitate stakeholder input, with responses due by October 24, 2025. The contract size ranges from $500,000 to $2 million, and the project aims to ensure effective, cost-efficient, and sustainable management of wetland mitigation sites in Wisconsin, supporting the state's wetland conservation goals through a transparent and competitive procurement process.

Full Description

The purpose of this RFI is to gather information on the bidding process structure and organization in order to provide consultants with a practical and objective opportunity to bid on Long-Term Management services at Wisconsin In-Lieu Fee (ILF) Wetland Mitigation sites.
The Wisconsin Wetland Conservation Trust (WWCT) is Wisconsin’s ILF wetland mitigation program. To date, the WWCT has restored 14 sites totaling 850 acres. ILF mitigation sites must meet vegetative performance standards, typically for five years. After the final performance standards has been met (at least 80% relative cover by native noninvasive species across the entire site), the site will enter the ‘long-term management’ (LTM) phase. During this LTM phase, the sites will be managed, usually annually, to maintain native species cover and wetland function. Typical LTM tasks will consist of invasive species control through herbicide treatments and mowing, prescribed burning, and potentially occasional reseeding. The WWCT created a nonwasting endowment to provide funding for LTM activities. Once a site is in the LTM phase, it stays in the LTM phase in perpetuity.
