RFI for Main Control Center Upgrade Supplies (Wright Line)

The United States Navy, through the Naval Supply Systems Command Fleet Logistics Center San Diego, is conducting a Sources Sought notice to gather market information for the modernization of the Main Control Center at Naval Consolidated Brig Miramar in San Diego, California. This initiative seeks to upgrade the existing security infrastructure with new, brand-specific equipment under the exclusive Wright Line product line, which is essential for maintaining seamless integration with the facility’s proprietary surveillance and control systems. The upgrade includes seventeen specified items such as steel control units, linear lifts, fabric inserts, cable management systems, and worksurfaces, all of which must be new, fully compliant with exact technical specifications, and directly compatible with the Wright Line platform. No substitutions or alternative brands will be accepted due to the critical interoperability requirements of the existing infrastructure. All responses must be submitted as a single Capability Statement not exceeding ten pages, including corporate experience and descriptions, formatted in accordance with the provided Reference Information Sheet and delivered electronically by May 27, 2026. The government has not established a contract value or pricing estimates, as this is strictly a market research action and not a solicitation for award. Responses will be used solely to inform future procurement decisions, and the government anticipates issuing a subsequent Firm Fixed Price (FFP) contract with a 30-day delivery requirement following award. Any resulting contract will require compliance with FAR 52.219-14, limiting subcontracting to no more than 50% of the contract value unless the subcontractor is a similarly situated small business. Respondents must provide their Unique Entity Identifier, CAGE code, size status under NAICS code 337214, and disclose any applicable socioeconomic designations including 8(a), HUBZone, WOSB, EDWOSB, or SDVOSB. Packaging must adhere to industry standards to prevent damage during domestic shipment, though no specific MIL-STD or labeling requirements are mandated. The government will not reimburse any costs incurred in preparing submissions, will not conduct oral briefings, and will not accept hard copies or non-electronic formats. Participation in this RFI does not guarantee a future solicitation, but may lead to a small business set-aside in the next procurement phase.
