The Department of Defense, through SPAWAR Atlantic, has issued a Request for Information (RFI) seeking innovative alternative technologies to conventional cryptographic-based communication security (COMSEC) systems. The focus is on architectural designs and potential prototypes that leverage information-theoretic and physical-layer security methods, aiming to reduce or eliminate traditional key management, mitigate man-in-the-middle attack risks, enhance geolocation privacy, and provide software-deployable solutions. These technologies are intended to supplement or replace existing COMSEC devices and have various applications including secure intra-platform communication, wireless networking, authentication of squad meshed network radios, and flight deck transmission security. The initiative emphasizes compatibility with legacy interfaces and integration with network operations management systems to improve monitoring, situational awareness, and configuration of communication devices. Respondents are invited to submit detailed white papers addressing technical approaches, research findings, prototyping, and experimentation, with submissions limited to a Technology Readiness Level of 5 or higher. Proposals must follow specific formatting and administrative guidelines and be submitted within 30 days of the RFI posting; all responses will be unclassified and there is no obligation for the government to procure the technologies or issue a follow-on solicitation. The RFI serves solely as a means for information gathering and future planning, with no cost reimbursement offered for responses, and all submitted materials becoming government property. Interested parties are responsible for monitoring official portals for any subsequent solicitations and may engage in limited clarifying discussions with SPAWAR representatives.

Reduce or eliminate the need for key exchange and management b. Reduce man-in-the middle attack impact c. Add geolocation privacy d. Supplement or replace traditional cryptographic algorithm-based COMSEC devices e. Software deployable. 2.2 Potential applications of the proposed design are intra-platform secure intercom, secure wireless networking, authenticating squad meshed network radios, and flight deck radio transmission security (TRANSEC) to mask operations tempo. Intra-platform primarily includes ship, shore, air, and ground interactive communications as well as other military departments (MILDEPS) or DoD agencies. 2.3 The technology should: a. Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
