RFI / Site Visit Notice - Repair PX Doors, Bldg. 8401, Baumholder, Germany

The U.S. Army’s 409th Contracting Support Brigade is conducting a Request for Information and site visit for the repair of doors in Building #8401 at the AAFES PX in Baumholder Smith Barracks, Germany, under project number EXC-B0519-6P. The site visit is scheduled for July 9, 2026, at 0930 CEST, and participants must register in advance by emailing Cara Borowski and Daniel Will with their firm’s name, representative details, email, and phone number. Attendees are required to review all attachments, including floor plans, door lists, asbestos surveys, and photos, prior to attendance. This procurement follows a two-step sealed bidding process outlined in FAR Part 14, beginning with a technical proposal phase where offerors must demonstrate compliance with the Statement of Work, including methods and materials that meet or exceed German DIN standards. Only technically acceptable proposals will receive an invitation for bid; pricing is prohibited in the first phase and must be submitted in Euros during the second phase. The project involves replacing outdated doors and gates to ensure unobstructed emergency egress, installing fire-resistant partitions, an external metal escape staircase, expanded fire alarm systems, and paving walkways, all while the building remains operational. All materials must be unused, and any asbestos-containing materials present—including floor tiles, wallboard, pipe insulation, and roofing panels—must be handled with strict awareness and prohibited from reuse. Contractors must submit a safety plan per SiGeKo regulations, coordinate shutdowns with the Contracting Officer’s Representative 14 days in advance, and ensure all work complies with VOB Teil C technical provisions. The contract is lump-sum, with award based solely on lowest price among technically acceptable bidders. Offerors must be registered in SAM, hold a UEI and CAGE code, provide a TIN, and submit certifications including those for responsibility, delinquent taxes, and small business status. The period of performance is 365 calendar days, with work constrained to Monday–Friday, 7 a.m. to 5 p.m. for exterior tasks and aligned with store hours for interior activities, with no work permitted on U.S. holidays.
