The County of Alameda requires qualified contractors to provide service of process for its county departments/agencies located within the County, other counties in California, and other counties within the United States. The Contractors will perform field service of civil and quasi-criminal documents including, but not limited to, Summons and Complaints, Summons and Petitions, Subpoenas, Notice of Motions, Orders to Show Cause, Writs, Orders, Judgments, as well as any inserts or cover letters received from various county departments/agencies. The execution of these services requires the delivery of legal documents to the person required to respond to the legal action. State and Federal laws and regulations and County resolutions, ordinances, and policies mandate this legal service of process. The Alameda County Auditor-Controller Agency, Central Collections Division collects court-related fines, restitution, and other receivables. The Auditor-Controller Agency requires service of process for approximately 250 legal documents annually. The Alameda County Office of the County Counsel (OCC) provides competent and efficient legal representation in civil matters to the County and its departments and agencies. OCC requires service of process for approximately 700 legal documents annually. Alameda County Child Support Services (ACCSS) serves the public by encouraging responsible parenting, family self-sufficiency, and child wellbeing through locating parents, establishing paternity, obtaining and modifying support obligations, and collecting support. ACCSS requires service of process for approximately 3,000 legal documents annually. The County seeks qualified Contractor(s) capable of providing reliable service of process, court filing, electronic filing, skip tracing, document retrieval, and related support services that consistently meet statutory deadlines, maintain the integrity of legal proceedings, protect confidential information, and support the operational needs of multiple County departments and agencies. County reserves sole discretion to distribute work among awarded Contractors based upon workload, geographic coverage, availability, performance history, specialized expertise, customer service, pricing, emergency response capability, and the County's operational needs.
