RFP for Communications Consultant Services

The Providence Housing Authority (PHA) is seeking a qualified vendor to provide comprehensive communications and public relations consulting services. The primary objective is to enhance strategic public awareness of PHA programs, activities, and initiatives among residents, employees, funders, and community partners. Key responsibilities include revising the existing communications plan, implementing a proactive public relations strategy targeting various stakeholders and Spanish language outlets, and managing media relations through the development of press releases, op-eds, and media pitches. All services must comply with United States Department of Housing and Urban Development (HUD) requirements. The contract is envisioned as a three-year agreement with an option to renew for two additional one-year terms. Award selection will be based on a best value determination, evaluating specialized experience, approach and work plan, technical capabilities, references, and proposed cost. Proposals are due by September 25, 2026, and must include a detailed cost breakdown of hourly rates and direct expenses. Selected vendors must maintain significant insurance coverage, including one million dollars in professional liability and one million dollars in aggregate commercial general liability. The contract also mandates strict adherence to the Privacy Act of 1974 and fair housing practices.
