RFP for Hatchery Upgrade Program

The Tulalip Tribes of Washington is seeking an Owner's Representative (OR) to manage the Battle Creek and Lower Tulalip Creek Hatchery Upgrade Program. This initiative involves the modernization and expansion of two salmon hatchery facilities, with a total estimated construction cost of approximately 42.653 million dollars. The project will utilize a Construction Manager at Risk (CMAR) delivery method, with both facilities undergoing concurrent construction. The selected OR will be responsible for pre-construction planning, design document management, permitting, CMAR contractor selection, budget oversight, and schedule management from the pre-construction phase through closeout and warranty, with a projected program completion date of November 25, 2030. Proposals must be submitted via email to Mike Crewson and Jason Crain by October 15, 2026. Evaluation will be based on value and cost (20 percent), the staffing plan (15 percent), and NAOB preference and TERO certification (10 percent). The OR must provide a not-to-exceed fee proposal and a detailed staffing plan demonstrating the ability to provide concurrent coverage for both sites. Key requirements include compliance with the Tulalip Tribal Employment Rights Ordinance (TERO), adherence to a strict contractor code of conduct, and the submission of various certifications, including non-collusion and non-discrimination affidavits. The OR will also support the review of Indian Preference and TERO documentation for subcontractors.
