The primary goals of this arrangement are to increase the visibility and use of these public facilities, expand community and cultural programming, develop new revenue and sponsorship opportunities, and reduce the administrative burden on the municipality. The Town will retain policy oversight, including the authority to approve the annual operating plan and general fee structures, and reserves the right to audit financial and operating records. Proposals must be submitted to the Town Manager's Office at 979 Main Street, Willimantic, CT 06226, by 2:00 PM on Monday, November 30, 2026. The selection process will be based on the best overall value rather than the lowest cost, evaluating candidates on their qualifications, the practicality of their first-year operating plan, and the sustainability of their financial arrangements. Required submission components include a detailed first-year operating budget, a marketing and sponsorship strategy, identification of key personnel, and at least three professional references for comparable work.
