RFP - Pan-Territorial Board Forum Facilitation

The Canadian Northern Economic Development Agency (CanNor) is soliciting offers for a two-year contract to provide event facilitation and post-event reporting services for the Pan-Territorial Board Forum, with performance expected to span from 2026 through March 31, 2028. Evaluation emphasizes proven experience in facilitating multi-stakeholder forums in northern contexts, with additional emphasis on the inclusion of Inuit employment, training, and business location as separate socio-economic weighting factors totaling 30%. All proposals must be submitted electronically by 14:00 EST on June 10, 2026, through the designated portal, and must include mandatory forms and annexes such as the offer submission form, integrity declaration, and detailed technical and financial sections. The contract has no extension options, and the Government retains sole authority for inspection and acceptance of all deliverables based on binding technical criteria outlined in the annexes. No security clearances are required, and while no specific key personnel are named, the contractor must ensure all staff carry necessary credentials and that subcontractors meet the same standards.
