RFQ # FY27-OTL-001 - Mathematics Instructional Materials Development Partner: Integrated Algebra 1

The Maryland State Department of Education is seeking a qualified partner to develop comprehensive Integrated Algebra 1 instructional materials aligned with state standards, including the updated MCCR Standards for Mathematics and the state-developed Integrated Algebra 1 framework. The contract, issued under RFQ # FY27-OTL-001, requires the selected vendor to design, revise, and deliver student and teacher materials that integrate algebraic thinking, geometric reasoning, and reasoning with data, statistics, and probability, while fully adhering to Universal Design for Learning principles and WCAG 2.1 Level AA accessibility standards. All deliverables must be provided in editable digital and print-ready PDF formats without reliance on proprietary platforms, and must meet the criteria outlined in Maryland’s High-Quality Instructional Materials Framework and Rubric for Mathematics. The scope includes developing a complete scope and sequence, two initial instructional units with corresponding student and teacher materials by Fall 2026, and the full instructional package—including formative and summative assessments, a capstone modeling project, revision logs, and accessibility documentation—by early spring 2027. The solicitation operates under a lowest price technically acceptable (LPTA) process, with awards going to responsive and responsible bidders who meet all mandatory experience requirements and submit the lowest bid price as detailed in the signed Exhibit A Bid Form. Mandatory qualifications include proven experience developing integrated secondary math materials, aligning content with state-specific frameworks, designing materials that support learner variability and multilingual learners, providing comprehensive teacher guidance, and having a track record of producing materials that meet recognized HQIM standards. The vendor must also demonstrate capacity for iterative collaboration with the MSDE Mathematics Branch, adhere to strict delivery timelines, and grant MSDE a non-exclusive, perpetual, royalty-free license to use, revise, and adapt all deliverables, with the option to assign full ownership. The contract has a maximum value of $100,000 and an anticipated term of 18 months, beginning around August 30, 2026.
