Wharves B20 and B21 at Joint Base Pearl Harbor Hickam (JBPHH) are required to support maintenance of Cruiser and Destroyer ships, but will continue to be incapable of supporting such work due to no portal crane capability at B20 and inadequate structural capacity for heavy mobile crane operations at B21. In addition, structural capacity at these wharves are further reduced by deterioration of structural members such as the concrete deck, beams, girders, pile caps, and piles. Mooring hardware such as bollards, double bitts, clears and their associated foundations are damaged and in need of repair. The existing timber fender system is in disrepair with a significant number of timber fenders broken off underwater and detached from the wharf, rendering them useless. Shore power electrical facilities no longer provide adequate and reliable power. This TF-1 proposes to repair Wharves B20 and B21 to allow for mobile truck and portal crane operations with capacity to meet the requirements of UFC 4-152-01. To accomplish this work, NAVFAC Waterfront services including environmental planning, design and construction are requested. The project will be a two phased CMP project. Phase 1 target award: FY22 Q3 (June 2022). Phase 2 target award: FY23 Q1 (December 2022). Phase 1 will include Wharf B20, a portion of Wharf B21, and upgrades to Substation F-10. Phase 2 will include a portion of Wharf B21. Phase 1 will consist of the following: Wharf B20 - Demolish and reconstruct the superstructure to include the concrete deck, pile caps, beams and girders in order to restore portal crane operations. Existing sheet pile, concrete support piles, drilled shaft foundations and fender piles shall be re-used and additional piles installed as needed in order to support the portal cranes and mooring of surface ships.
