RMIS (Risk Management Information System) Solution

Dallas Area Rapid Transit (DART) is soliciting proposals for a new Risk Management Information System (RMIS) to replace its existing RMIS and Environment, Health and Safety (EHS) systems. The objective is to implement a modern solution for the Risk Management and Agency Safety and Compliance Departments to efficiently track claims, lawsuits, and incidents, while facilitating data storage and incident report extraction. The scope of work includes the implementation and configuration of a system supporting incident, accident, risk, and safety management workflows, with required integrations into enterprise platforms such as Trapeze, Workday, and Maximo, and support for Single Sign-On authentication. The contract structure consists of a three-year base period with two optional one-year extensions. Key deliverables include recreated safety and compliance workflows, configured OSHA and Texas regulatory compliance reports, and comprehensive training materials. Award will be based on a trade-off process using a total composite score, where technical acceptability is weighted at 85 percent and price at 15 percent. Proposals are limited to 20 pages and must be submitted electronically via the DART Bonfire portal. The procurement includes specific requirements for Small Business Enterprise (SBE) participation and adherence to Texas state regulatory standards.
