The acquisition is justified under 10 U.S.C. § 3204(a)(1) because The Hannon Company is the original equipment manufacturer with exclusive proprietary knowledge of the equipment’s design, internal components, and performance parameters, making it the only source capable of ensuring compliance with factory specifications. This includes the required on-site training for up to 20 government personnel, which cannot be separated from the calibration and inspection services. The acquisition is classified under NAICS code 811310, with a small business size standard of $12.5 million in annual receipts; The Hannon Company is classified as a large business and is not eligible for any small business set-asides. The anticipated award date is on or before June 1, 2026, and the government reserves the right not to proceed. No solicitation will be issued; responses to the notice of intent must be submitted in writing via email by May 4, 2026, and must demonstrate the offeror’s capability to perform, including evidence of liability insurance, calibration certifications, and training documentation. The government will accept the contractor’s services based solely on their unique OEM status, with no formal evaluation factors or competitive bidding process. Contract administration will be managed by the 436th Contracting Squadron with Dimas Bernacchia as the Contracting Officer, and COR oversight will be coordinated through the same office. Sole Source Reasoning:

All machine functions must be verified as operating correctly, and all meters must be confirmed to be calibrated within acceptable tolerances. This level of inspection requires intimate knowledge of the equipment's proprietary design, internal components, and manufacturer-specified performance parameters, knowledge that is exclusively held by the Hannon Company as the original equipment manufacturer (OEM). Furthermore, the Hannon Company is the only source capable of providing on-site training to government personnel on the operation and maintenance of this proprietary equipment. This training component is integral to the requirement and cannot be disaggregated from the calibration and inspection services.
