S--MN-FERGUS FALLS WMD-JANITORIAL SERVICES

This contract provides for janitorial services at the Fergus Falls Wetland Management District Headquarters and the Prairie Wetlands Learning Center in Minnesota under a 100% Total Small Business Set-Aside, Firm-Fixed Price arrangement with a base period of one year from April 1, 2026, through March 31, 2027, and up to four optional one-year extensions through March 31, 2031. The contractor must deliver performance-based cleaning services that meet detailed checklists for weekly, monthly, and as-needed tasks across all building areas including restrooms, lobbies, conference rooms, kitchens, and flooring, with specific accountability through signed verifications by both contractor and government reviewers. All personnel requiring unsupervised access must pass a government background check and obtain a DOI Access Card, with the government covering the cost of up to two checks per employee while the contractor bears all additional expenses. The contract mandates full compliance with the Service Contract Act as outlined in Wage Determination 2015-4955 Revision 30 for Otter Tail County and surrounding areas, requiring payment of prevailing wage rates and fringe benefits. Contractors must also adhere to federal sustainability mandates including Executive Orders on green cleaning, the use of biobased products, and prohibitions on ByteDance-covered applications. The award will be made based on a best value trade-off that prioritizes technical capability, past performance, and management approach over price alone, with evaluation including site visit participation and adherence to security and quality assurance standards. All submissions are due by March 17, 2026, and must include a completed B12 Tabulation Pricing Worksheet detailing annual costs per location for both base and option years, along with certifications of small business status, UEI and CAGE codes, and compliance with all FAR clauses including whistleblower rights, subcontractor restrictions, and employment of government personnel. Invoicing must be submitted exclusively through the Treasury’s Invoice Processing Platform, and contract administration is managed by FWS SAT Team 2 in Falls Church, Virginia, with technical oversight provided by a designated Contracting Officer’s Technical Representative in Minnesota.
