The Salt Lake City Corporation issued a Request for Information (RFI) on November 5, 2025, indicating its intention to waive the standard competitive procurement process for acquiring a human resources recruitment software system. The public notice, posted under solicitation number SLCI26045, emphasizes that this is not a solicitation or binding contract offer but an informational step allowing interested parties to submit comments or challenges during a designated public comment period. The justification for bypassing competition is based on a sole source determination, citing specific requirements such as OFCCP compliance posting via NLX, direct integration with the City’s Workday system, and broad job board posting capabilities, which the City believes can only be met by a single provider, the DirectEmployers Association. The procurement process is governed by local regulations, specifically Salt Lake City’s Procurement Code and Administrative Rule 53-1A-14(C)(1), which permits the City to waive competition under certain conditions. If no valid challenges are received within the public notice period, the City may proceed to award a contract without competition. The process is administrative, with no evaluation criteria, proposal submission requirements, or detailed specifications included in the available documentation. The contract value is estimated to range between $50,000 and $200,000, but no specific pricing or line-item details are provided. Additionally, there are no references to security requirements, performance schedules, inspection or acceptance procedures, or specific contract clauses, as the documents serve solely as a notice of intent rather than a formal solicitation. All responses or comments must be submitted via the Bonfire portal’s Public Q&A section by the specified deadline, with no restrictions on format or length, and the confidentiality of submitted information is protected under applicable state law.
