San Joaquin River Multi-Benefit Project

The San Joaquin River Multi-Benefit Project involves the rehabilitation of an existing levee between Stations 330+00 and 368+00 on Sherman Island in California to meet the Delta-Specific PL 84-99 Standard. Prior to levee construction, all existing power poles and overhead utility lines within the project area will be relocated outside the footprint. The project includes removing the current Sacramento County road, placing compacted embankment to raise the levee crown and achieve required freeboard above the 100-year flood elevation, constructing a landside toe berm to stabilize the levee slope, building a new County road, and establishing approximately one acre of hedgerow habitat composed of riparian forest and scrub-shrub vegetation on the landside toe berm. All plantings will be monitored and maintained to ensure success criteria are met. The work will be performed in the 94571 zip code area, with construction scheduled to begin on May 3, 2027, and last approximately six months, typically occurring between May and October 2027, with workdays running from 7:00 a.m. to 5:00 p.m., Monday through Friday. The project requires the importation of 139,000 tons of levee fill material, 3,300 tons of aggregate base, 1,900 tons of asphalt concrete, and the excavation of 28,200 cubic yards of material. All staging and stockpiling must be confined to the project area, specifically along the landslide levee toe and crest and at the existing pad near the pump station. Environmental compliance is central to the project, requiring implementation of a Storm Water Pollution Prevention Plan that includes proper storage and disposal of hazardous materials in compliance with local, state, and federal regulations, spill containment and reporting procedures, erosion control during precipitation events, and restoration of affected areas with native seed mix. All contractors and equipment operators must complete a Worker Environmental Awareness Program training that covers protections for special-status plants, fish, and wildlife, including Northwestern Pond Turtle nesting sites, and mandates a 10-foot buffer around protected vegetation. Fire safety protocols require designated smoking areas and fire extinguishers with a minimum 40 B:C rating on every fuel truck.
