The project involves construction of a per- and polyfluoroalkyl substances (PFAS) groundwater treatment facility and associated pipelines to collect and treat groundwater pumped from Wells E-14, E-15, E-16, and E-17. The project would not expand the capacity or increase historical production from recently active Wells E-15 and E-17 and would enable SCV Water to activate Wells E-14 and E-16 for groundwater production in accordance with the Groundwater Sustainability Plan and Urban Water Management Plan. The project would treat PFAS in pumped groundwater to levels below the federal Maximum Contaminant Level, restore the use of the E-Wells, and reduce SCV Water’s dependency on imported water. Construction would occur between approximately January 2027 and December 2028. The E-Wells and treatment facility would operate 24 hours per day, 365 days per year. Maintenance activities would include four maintenance staff visits per week, bimonthly chemical deliveries, and resin media replacement approximately every four to six months.
