The Transportation Security Administration (TSA) is proceeding with a sole source purchase order under procurement request PR267668E123 and tracking number JA-2026-1334 to extend administrative and operations services previously provided by TMC-TeleSolv. The original task order, awarded in September 2024 under a firm fixed-price arrangement totaling approximately $1.48 million, covers real estate administrative support, executive assistance, budget planning, project coordination, and business process improvements. Although the base contract was set to expire in February 2026 and later extended to May 2026 due to a government funding lapse, the performance period is limited by the expiration of the underlying DHS Program Management, Administrative, Clerical, and Technical Services II BPA contract in February 2025, with no further extensions allowed beyond February 2026 under federal regulations. To avoid a disruption in critical support services during the Government’s recompete of the requirement through GSA OASIS+, TSA will award a firm fixed-price purchase order (No. 70T01026P7668N002) for just under $100,000, covering the period from May to August 2026. This three-month partial extension focuses on executive support and project coordination elements. The need for this short-term procurement is driven by the inability to finalize the follow-on contract on time due to a Department of Homeland Security appropriations lapse spanning from February to April 2026. The acquisition follows FAR Part 12 procedures and is managed by the Department of Homeland Security’s Workforce & Enterprise Operations office, headquartered in Springfield, VA, with oversight contact provided by Michael A. Capovilla.

The Transportation Security Administration (TSA), Finance and Administration (F&A) and Contracting and Procurement (C&P) propose to solicit and issue a purchase order based on soliciting only one source.

The procurement request number is PR267668E123, and the Contracting and Procurement’s tracking number is JA-2026-1334.

This acquisition is conducted under FAR Part 12.

Task Order No. 70T01024F7668N058 was awarded to TMC-TeleSolv on 9/20/2024 to provide comprehensive real estate administrative and operations services. This includes executive support, budgetary planning, project coordination, and business process improvement. The task order was awarded for a 5-month base period and a 12-month option, totaling a firm fixed price (FFP) value of $1,481,693.30. The task order was scheduled to expire on 2/24/2026 but was extended through 5/24/2026 due to the lapse in appropriations at the beginning of Fiscal Year 2026 (i.e. 10/1/2025 – 11/12/2025).

This BPA Call was awarded under the DHS Program Management, Administrative, Clerical, and Technical Services (PACTS) II strategic sourcing contracts, which expired on 2/28/2025. Orders may only extend 12 months beyond the BPA expiration; therefore, extensions beyond 2/28/2026 via FAR Clause 52.217-8 “Option to Extend Services” or FAR Clause 52.237-3 “Continuity of Services” are not permissible.

Purchase Order No. 70T01026P7668N002 will be awarded pursuant to FAR 13.106-1(b) to partially extend performance for three (3) additional months to mitigate a break in service while the Government recompetes this requirement under GSA OASIS+. The Government intends to partially extend the executive support and project coordination requirements. TSA was unable to facilitate a timely follow-on contract due to the lapse in appropriations for the Department of Homeland Security (DHS) (2/14/2026 – 4/30/2026).
