This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO (FAR) Part 12. The 28th Contracting Squadron at Ellsworth AFB, South Dakota has issued this solicitation, FA469026Q0017, as a request for quotation (RFQ) to compete and award a single Firm Fixed Price contract using RFO (FAR) Part 12 procedures for school bus transportation services in accordance with the attachments. This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued.


DESCRIPTION:  School bus services supporting Ellsworth Air Force Base.  The contractor must provide and maintain the required number of school buses and drivers to transport between approximately 250 and 350 children in grades K through 12 to and from Box Elder, South Dakota. Transportation of students will be done conveniently and safely while complying with all federal, state, and local traffic and transportation laws.


This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


(i) Reference Attach 1 – 1449 for information on line-item number(s) and items, quantities, and units of measure (including option(s).

(vi) Questions must be emailed to christian.depollar.2@us.af.mil before 27 April 2026, 17:00 PM MDT, and a memorandum with the answers will be added to this solicitation. 


(vii) Small Business contractors submitting a quote must have and list within the quote, the vendors' assigned Cage Code and be registered and Active in the System for Award Management (SAM) at www.sam.gov to receive an award for this procurement.


(viii) Each vendor must have a reference complete the Past Performance Questionnaire (Attachment 3). In accordance with the solicitation (Attachment 1), the reference who completes the questionnaire is also responsible for submitting it. The completed questionnaire must be submitted along with the vendor's expression of interest.


(ix) Furthermore, all vendors are required to complete the Price Schedule Excel document. This will provide a clearer understanding of the proposed pricing over the course of the contract.
