AI Contract Overview
The 28th Contracting Squadron at Ellsworth Air Force Base, South Dakota, has issued solicitation FA469026Q0017 as a combined synopsis and solicitation for commercial school bus transportation services under FAR Part 12 procedures, with a total small business set-aside under NAICS code 485410. The contractor will provide safe and reliable transportation for approximately 250 to 350 students in grades K through 12 between Ellsworth AFB and Box Elder, South Dakota, operating Monday through Friday from 0700 to 1630 in alignment with the school calendar. Services include vehicle provision, driver management, and maintenance in full compliance with federal, state, and local laws, with all buses required to be equipped with live HD video streaming systems and compliant radio communications. The base period runs from July 1, 2026, to June 30, 2027, with four optional one-year extensions and a potential six-month extension, structured across 15 CLINs covering school bus transportation, special education transportation, and internet service. All proposals must be submitted electronically by May 8, 2026, to specified email addresses and remain valid for 60 days. Vendors must be registered and active in SAM.gov with a valid CAGE code, submit a completed Price Schedule using the provided Excel template, and include a completed Past Performance Questionnaire with references. Offers must be organized into three volumes: Past Performance, Technical Capability (capped at 10 pages), and Price, all in PDF or Word format. The award will be based on best value, not lowest price technically acceptable, with past performance and technical capability evaluated as more important than price. Past performance will be assessed on recency, relevancy, and overall confidence rating, with unacceptable confidence leading to elimination. Technical proposals will be rated acceptable or unacceptable, with equipment plans and compliance with the Performance Work Statement scrutinized per specific paragraphs; an unacceptable rating eliminates the offeror. Price will be evaluated for total cost across all periods and potential unbalanced pricing in CLINs or options. The government retains inspection and acceptance authority at the destination site, Ellsworth AFB, with payment processed through Wide Area WorkFlow. Contractor personnel must pass background checks, speak English proficiently, avoid conflicts of interest, and comply with strict security protocols including no weapons on installation and adherence to FOUO handling standards.
