Self-Contained Breathing Apparatus Filling Station Maintenance Services

The City of Nanaimo is seeking a qualified contractor to provide maintenance services for Self-Contained Breathing Apparatus (SCBA) compressed air fill stations at various fire stations. The scope of work includes regular scheduled maintenance according to manufacturer specifications, ad-hoc servicing, and required air quality system testing. All services must be performed by manufacturer-certified technicians and comply with NFPA 1989, CSA Standard Z180.1-19, and all applicable federal, provincial, and municipal standards. The contractor is required to use new, factory-tested spare parts and provide a designated contract manager and backup contact for coordination. The contract is scheduled to commence on November 1, 2026, for an initial one-year term, with the possibility of two additional two-year extensions based on mutual agreement and performance reviews. Proposals must be submitted electronically via the bids&tenders system by October 7, 2026. Evaluation is based on company profile, qualifications, work plans, and pricing, with the lowest proposed price receiving full points for the pricing component. The agreement includes strict requirements for health and safety compliance, including the Workers Compensation Act, and mandates that any incorrect work be corrected at the contractor's expense. Payments are made in Canadian Dollars to the City's Accounts Payable Department upon submission of invoices containing a valid purchase order and the name of the City contact.
