Servicing Of On-Road Emergency Medical Services (EMS) Vehicles

The City of Thunder Bay is seeking to establish a Vendor of Record for the servicing and maintenance of on-road Emergency Medical Services (EMS) vehicles across five designated geographic areas: Thunder Bay, Red Rock and Nipigon, Geraldton, Nakina and Longlac, Manitouwadge and Marathon, and Terrace Bay and Schreiber. The scope of work includes performing requested inspections, including Ontario regulatory inspections, and providing emergency breakdown responses within two hours for locations inside city limits and four hours for those outside. Qualified vendors will be ranked, with the highest-scoring respondent designated as the primary vendor and others as secondary vendors. Evaluation is based on mandatory licensing in Ontario, experience and qualifications, capacity, contract management, and commitments to environmental stewardship, inclusion, and diversity. Successful vendors must maintain commercial general liability and automobile liability insurance of at least 5 million dollars and provide a valid WSIB Clearance Certificate within ten days of the award. All supplied equipment must be CSA approved or certified by the Standards Council of Canada, and all work must comply with the Occupational Health and Safety Act. Security reviews are mandatory for employees working at police stations or city day care centres. Invoicing is based on work completed, requiring detailed breakdowns of labor hours, rates, and parts, with submissions due within two weeks of completion. Submissions for this qualification process must be filed electronically via the Bids and Tenders system by September 23, 2026.
