SFLC Supply Chain Resiliency Program

The United States Coast Guard is advancing its supply chain capabilities through the SFLC Supply Chain Resiliency Program, aiming to enhance the reliability and adaptability of its supplier network across production, sustainment, and modernization efforts. This initiative builds on the existing Supplier Assurance and Surveillance program by deploying a configurable commercial-off-the-shelf supplier intelligence platform that leverages dynamic analytics to systematically monitor and assess risk across thousands of suppliers and hundreds of thousands of parts. The platform will integrate diverse datasets, deliver a robust user interface, and run continuous, customizable analytics to identify vulnerabilities such as obsolescence, performance degradation, and supply disruptions, enabling proactive investment and mitigation strategies. Hosting and maintenance will be managed by the contractor on their owned infrastructure, using data provided by the government, ensuring operational control and scalability without reliance on government-owned systems. The platform must include a collaborative environment to foster cross-program communication and alignment, alongside configurable risk and obsolescence indicators that can be tailored to evolving operational needs. It will support decision-making through real-time insights and predictive modeling, allowing the Coast Guard to prioritize interventions and strengthen critical supplier relationships across its fleet lifecycle. Training and ongoing technical support will be provided to ensure effective adoption and proficiency among users. The program is targeted for performance in Baltimore, Maryland, and is open to all eligible vendors without small business set-asides, with technical inquiries directed to Jonathan Cox and Ramona Hatfield as the primary and small business liaison points of contact.
