Smith Field Park Improvements Project

The Smith Field Park Improvements Project, managed by the City of Half Moon Bay Public Works Department, involves expanding the park footprint from 13.2 to approximately 16 acres at 201 Wavecrest Road. The scope of work includes improving five existing ballfields and constructing a paved parking lot, children's play area, off-leash dog park with associated amenities, picnic areas, and a walking path. Infrastructure upgrades feature the installation of a new 2,150-foot 8-inch water main, sanitary sewer lines for the restroom and snack shack, and a comprehensive stormwater drainage system with bioretention basins designed for a 10-year, 2-hour storm. Additionally, the project includes the replacement of six light standards with nine shielded, low-intensity fixtures and the creation of a consolidated storage area for the City Maintenance Division and HMB Little League. The project has received environmental clearance through a Mitigated Negative Declaration under CEQA, with the City Planning Commission granting approval on September 23, 2025. Construction is scheduled to begin on April 1, 2026, with an overall duration of approximately 12 months spanning from January 1 to December 31, 2027. Key Phase 1 milestones include demolition in April 2026, followed by fine grading, building construction, and paving between August and September 2026. All work must comply with the State Water Board Construction General Permit and the City's Green Infrastructure Plan to manage sediment-laden runoff.
