The procurement process is governed by strict communication restrictions known as the "Cone of Silence," which prohibits direct contact with city officials or evaluation committee members during the solicitation period, except through designated channels such as the eBid system or the procurement officer. Proposals must be submitted electronically via the city's IonWave platform by December 2, 2025, at 2:00 PM EST, with registration on the eBid system required to access solicitation documents. The contract size is estimated between $50,000 and $200,000, and the project emphasizes a best-value, trade-off evaluation approach that considers experience, creativity, local knowledge, pricing, and local vendor participation equally. The contractual framework includes detailed provisions on insurance requirements, including mandatory coverage for workers’ compensation, general liability, automobile liability, and professional liability, with the city named as an additional insured. The agreement incorporates standard clauses addressing key personnel, conflict of interest disclosures, subcontracting controls, and termination rights, allowing the city to terminate without cause with 60 days’ notice or for default with 30 days’ notice. Contractors are responsible for maintaining records and allowing audits for up to five years post-contract, with subcontractors also subject to audit rights for three years after final payment. The scope of work, outlined in referenced exhibits, involves creating and managing social media content, capturing events, and executing strategies aligned with the city’s cultural objectives, all adhering to applicable laws and high standards of quality and professionalism. The process emphasizes transparency, compliance, and thorough documentation, with specific instructions on proposal organization, submission procedures, and the importance of adhering to all contractual and legal obligations to ensure successful procurement and execution of services.
