THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.


The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm fixed price supply contract and preventive maintenance Two (2) Steris Medivators Advantage Plus Automated Endoscope Reprocessor (AER), Model ADV1007, along with installation, accessories, consumables, and a 2-year service agreement for each unit to support the operations Otorhinolaryngology (ENT) Department at Naval Medical Center San Diego in Naval Base San Diego, CA and a Steris Medivators Advantage Plus Automated Endoscope Reprocessor (AER), Model ADV1008, along with installation, accessories, consumables, and a 1-year service agreement for the unit to support the operations Otorhinolaryngology (ENT) Department at 374th Medical Group Yokota Air Base, Japan. The STERIS Advantage Plus system is the only AER compatible with our existing inventory of Storz, Pentax, and Olympus endoscopes. Implementing this system will standardize our processes with the rest of the hospital and increase our reprocessing efficiency by an estimated 30%. The purchase should include installation, all necessary accessories, initial consumables, and a service agreement for each unit. RFO 12.102 (a) for acquisitions valued under the SAT, only one source being available to meet the Government’s needs, to:

The objective of this sole source award is to procure equipment and installation, and deinstallation of existing equipment for Naval Base San Diego, CA and 374th Medical Group Yokota Air Base, Japan. STERIS Corporation is the sole manufacturer of the Steris Medivators Advantage Plus Automated Endoscope Reprocessor (AER), Model ADV1007 and  ADV1008 and is proprietary with no authorized provider of this equipment the can ship and can install and deinstall OCONUS.  Market Research has determined STERIS Corporation is the only company capable of installation and deinstallation for OCONUS military bases.  There is no reasonable expectation of receiving quotes from two or more small businesses. The proposed acquisition strategy is to justify as an Other Than Full and Open procurement on a sole source basis.

STERIS Corporation is the only source that can meet the Government’s minimum requirements to provide the requested equipment, installation and deinstallation mentioned above at 374th Medical Group Yokota Air Base, Japan.


This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required equipment and preventive maintenance. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
