South Tank Pipe Relining Project

The City of Prescott is soliciting bids for the South Tank Pipe Relining Project to address leakage in a 5-million-gallon concrete reservoir located within James S. Acker Park. The scope of work involves the trenchless rehabilitation of four pipe segments using NSF 61 approved cured-in-place pipe (CIPP) liners for potable water. Specifically, the project requires relining two 24-inch inlet and outlet pipes and two 8-inch drain lines, with total lengths of 265 LF, 102 LF, 40 LF, and 214 LF respectively. Key deliverables include CCTV inspections, pipe cleaning, vault disassembly and reassembly, permanent vertical shaft construction, and revegetation. The project must be completed within 120 calendar days, and the reservoir must be returned to service no later than March 1, 2027. Eligible bidders must be A-General Engineering contractors licensed in the State of Arizona and must have attended the mandatory pre-bid conference on September 15, 2026. Bids are due by October 1, 2026, via the OpenGov Procurement Portal and must include a proposal guarantee of at least 10 percent of the total bid price. The contract requires comprehensive bonding, including performance and payment bonds, and adherence to strict material standards, including Buy America and American Iron and Steel requirements for federally funded infrastructure. Work must conform to the Project Plans and Details, Special Provisions, and MAG Uniform Standard Specifications. Payment is based on monthly estimates supported by green-lined plan sheets and the submission of lien waivers.
