1. Description of the Requirement


The 10th Contracting Squadron, United States Air Force Academy (USAFA), Colorado, intends to award a sole-source firm-fixed-price purchase order to the College Entrance Examination Board, a large business located at 250 Vesey Street FL 16, New York, New York 10281, for the procurement of college search records. This will be done through the combined purchase of CollegeBoard Access Plan B and CollegeBoard Access Plan E for a total of 220,000 name searches.


This is a commercial acquisition to obtain targeted prospective student data and engagement platforms essential for USAFA’s admissions and recruiting outreach efforts. The NAICS code for this requirement is 611710 – Educational Support Services. The anticipated award date is June 25, 2026.


2. Sole Source Justification and Vendor Capabilities


This action is being executed as a sole-source commercial acquisition. The College Entrance Examination Board is the only known responsible source capable of satisfying the agency’s requirements due to their exclusive, proprietary ownership of the necessary student SAT databases and platforms.

This notice of intent is NOT a request for competitive proposals or quotations. A solicitation document will not be issued.
