AI Contract Overview
The United States Air Force Academy’s 10th Contracting Squadron plans to award a sole-source firm-fixed-price purchase order to the College Entrance Examination Board for 220,000 college search records through the combined purchase of CollegeBoard Access Plan B and Plan E. This commercial acquisition aims to secure targeted prospective student data and an engagement platform critical for admissions and recruiting outreach, with the NAICS code 611710 and an anticipated award date of June 25, 2026. The College Board is the only source capable of fulfilling the requirement due to its exclusive ownership of SAT database systems and proprietary platforms that enable filtering by SAT scores within USAFA’s competitive range, demographic data such as gender, ethnicity, and location, GPA, parent contact information, and direct communication tools for admissions staff. The vendor is uniquely authorized to use USAFA’s name and branding for outreach campaigns and provides an integrated system that allows direct messaging to prospects, which no other entity can replicate. The acquisition is justified under 10 U.S.C. 3204(a)(1) as a commercial acquisition under RFO Part 12 procedures, permitting other than full and open competition. While no formal solicitation will be issued, any firm believing it can meet all specified capabilities may submit a capability statement by June 8, 2026, at 12:00 PM MDT, including technical proof of compliance, company details, point of contact, and UEI number. Responses will be reviewed at the government’s discretion, and failure to respond does not preclude award to the College Entrance Examination Board.
