Special Waste Removal

The Texas Military Department is soliciting statewide services for the removal, transportation, disposal, and recycling of special wastes under solicitation TMD26-ENV-0042807, issued on August 6, 2026, with responses due by August 21, 2026. The contract has an initial one-year term with three optional one-year renewal periods exercisable at TMD’s discretion, and all work occurs on military property requiring coordination for site access and adherence to security protocols, including the return of security badges prior to final acceptance. Contractors must meet strict responsibility and compliance thresholds, with award determined under the best value standard per Texas Government Code §2156.007, emphasizing price, compliance and quality, delivery timelines, probable performance, and other relevant factors such as economic impact and employee training costs. Bidders are required to submit electronic proposals in three volumes with a complete table of contents and annotated bookmarks, including completed contract forms, insurance documentation, Texas identification and direct deposit authorization, and pricing schedules in exact format. Respondents must affirm compliance with a wide array of state laws prohibiting boycotts of Israel and energy companies, discrimination against firearm entities, and dealings with foreign adversaries or blocked countries, and must use E-Verify for all U.S.-based workers. All artificial intelligence systems used in contract performance require prior written agency approval, and contractors must ensure personnel are trained in cybersecurity and OSHA safety protocols.
