COMMUNITY ENGAGEMENT SERVICES
Solicitation # RFP 27-43
The City of Charlottesville Neighborhood Development Services Department is soliciting proposals under RFP 27-43 to establish on-call term contracts for community engagement, facilitation, communications, and data visualization services. The contract features an initial two-year term with options for three one-year renewals. Selected firms will support several simultaneous planning efforts, including the Citywide Mobility Plan, the Comprehensive Plan 5-Year Review, and updates to the Affordable Housing Plan and historic district design guidelines. Because these projects overlap, the City requires a coordinated approach to minimize public engagement fatigue and ensure seamless communication across different initiatives. Contractors must adhere to the IAP2 Spectrum of Public Participation and Just Communities 2.0 protocols, ensuring all deliverables are ADA compliant and available in diverse languages. Evaluation of proposals will be based on the firm's engagement approach, staff qualifications, capacity to manage simultaneous projects, and price, though price is not the sole determining factor. Award selection follows the Virginia Public Procurement Act for non-professional services. Successful offerors must maintain specific insurance coverages, naming the City as an additional insured, and provide detailed hourly rates for labor classifications. Proposals were due by November 13, 2026, via the OpenGov Procurement portal.
