SUPPLY, DELIVERY, MIXING & STOCKPILING OF WINTER SAND

The Town of Midland is soliciting bids under RFQ OPS 2026-049 for a qualified contractor to supply, deliver, mix, and stockpile screened winter sand. The materials must be delivered to the Town of Midland Operation Centre at 1099 MacDonald Road, Midland, Ontario, by September 15 of each year or within two weeks of authorization. All supplied sand must comply with Ontario Provincial Standard Specifications OPSS.MUNI 1004.05.07, and the Town reserves the right to inspect operations at the source to ensure quality and graduation. Electronic bid submissions are required via the Town's bidding system by September 21, 2026, at 2:00 PM Eastern time. Award decisions will be based on the most favorable value, considering factors such as quality of work, past performance, qualifications, and pricing. The successful contractor must adhere to strict safety and regulatory standards, including the Occupational Health and Safety Act, WHMIS labeling requirements, and the Accessibility for Ontarians with Disabilities Act. Additionally, contractors in the construction classification must maintain a valid WSIB account and clearance coverage. Invoices are to be submitted electronically to the Town's accounts payable department and must include a current WSIB Certificate of Clearance to be processed.
