Pre-Qual Contractors

The Town of Midland is establishing a Qualified Supplier List through RFPQ # FAC 2026-027 to identify pre-qualified contractors across all trades capable of supporting the Facilities Department, including emergency response. This three-year agreement allows successful respondents to be eligible for call-outs and future competitive quotes for various facilities projects. The pre-qualification process is based on a 100-point evaluation system, where contractors must achieve a minimum score of 75 points to be placed on the list. Evaluation criteria include company background, key personnel, demonstrated experience, project tracking, and health and safety plans, with the potential for credit and reference checks to influence final scoring. The submission deadline is October 1, 2026, with all applications required via electronic submission. Prequalified contractors must provide pricing for regular, overtime, weekend, and emergency rates, which must remain firm for the first six months of the agreement. Mandatory requirements include a Health and Safety Plan, an organizational chart of key personnel, and adherence to WHMIS labeling and Material Safety Data Sheets for controlled products. Additionally, contractors must maintain specific insurance coverages, including at least 2 million dollars in automobile liability, and provide WSIB clearance, particularly those in the construction class. All services must comply with the Occupational Health and Safety Act, AODA, and relevant privacy legislation including MFIPPA and PHIPA.
