Supply of Oil and Lubricants

The Corporation of the City of Cornwall is soliciting bids for solicitation number 26-T43 for the supply and delivery of oil and lubricants to various municipal departments, including the Transit Garage, Fire Department, and Water Purification Plant. The contract covers a two-year term ending September 30, 2028, with the intent to award each of the five pricing schedules to a single supplier, though the City reserves the right to award to multiple suppliers to ensure best value. Bidders must provide unit pricing that is all-inclusive of labor, materials, shipping, handling, and environmental surcharges, and prices must not be contingent upon minimum order quantities. All products must be manufactured from virgin base stocks—re-refined or recycled content is strictly prohibited—and must meet SAE, API, and ASTM standards, as well as specific warranty approvals for various Diesel and Gasoline OEMs. Submissions are due by October 20, 2026, at 11:00 a.m. local time and must be delivered in sealed envelopes to the Procurement Supervisor. Required documentation includes electronically completed pricing schedules in both hard copy and Microsoft Excel format, along with current product specification sheets for all proposed items. Successful suppliers must provide a performance bond, maintain insurance authorized in Ontario, and provide a valid WSIB clearance letter. The City reserves the right to request product samples for verification and to conduct independent testing, with the supplier being responsible for a $100.00 testing fee per sample if a product fails to meet specifications. Deliveries are to be made Monday through Friday during specified morning and afternoon windows within the City of Cornwall.
