IFB 027-003 Delivery of Lubricating Oil for VRE Locomotives

Virginia Railway Express (VRE) is seeking a qualified contractor through Invitation for Bids (IFB) 027-003 to deliver locomotive lubricating oil and railroad lubricating products to its Maintenance and Storage Facilities in Bristow and Fredericksburg, Virginia. The scope of work includes the delivery of Main Engine Lubricating Oil, Locomotive Head End Power (HEP) Engine Lubricating Oil, Traction Motor Support Bearing Oil, and Air Compressor Lubricating Oil. Main Engine and HEP oils must be delivered in bulk into VRE-provided 300-gallon portable tanks, while all other products are required in 55-gallon drums. The contractor must be available 24/7 for emergency requests, with standard deliveries typically occurring once to twice per week during weekday business hours. The contract is a firm-fixed unit price agreement for a base period of one year, with four optional one-year extensions for a total potential term of five years. Award will be granted to the lowest responsible and responsive bidder based on total price, taking into account the bidder's past experience and capacity to perform. Bidders must submit their proposals electronically via the eVA portal by October 8, 2026, at 2:00 P.M. ET. Compliance requirements include adhering to Commonwealth of Virginia procurement laws, maintaining a VRE-approved Site Specific Safety Plan, and meeting specific industry standards such as EMD Specification 1002 and AAR Specification M-963 for bearing oil. Invoicing is conducted monthly via PDF, with standard payment terms of thirty days following the later of invoice or delivery.
