Sutter Bypass Pumping Plant Rehabilitation Project

The Sutter Bypass Pumping Plant Rehabilitation Project, managed by the California Department of Water Resources, involves infrastructure improvements at three pumping plant locations along the East Levee of the Sutter Bypass in Sutter County. Under Streambed Alteration Agreement Notification Number 1600-2020-0170-R2, the California Department of Fish and Wildlife has extended the agreement to allow for critical rehabilitation work. Previous activities included the demolition of abandoned control buildings at Pumping Plants 1 and 2, the extension of gravity drain pipes across all three sites, conduit installation, and the reconstruction of the levee, toe road, and sump basin at Pumping Plant 3. Remaining work under the extension focuses on the removal of existing concrete footings and aprons and the installation of new concrete footings, aprons, and stop-log structures at all three pumping plants. Additional requirements include the replacement of riprap at all sites, the installation of fill materials for access ramps, the offsite disposal of spoils, and the restoration of all disturbed project areas. A Notice of Determination has confirmed that the project will not have a significant environmental effect within the jurisdiction of the California Department of Fish and Wildlife, provided that specific mitigation measures are implemented.
