This Notice of Intent to Sole Source is not a solicitation. This is not a request for quotes. The Department of Veterans Affairs intends to negotiate a sole source contract with: The Geneva Foundation.
Description:
The Department of Veterans Affairs intends to negotiate a sole source contract with The Geneva Foundation to provide technical research support for the funded VA Merit Award. The requirement supports ongoing collaborative pre-clinical research at the White River Junction VA Healthcare System and includes method optimization, experimental planning, troubleshooting, technical support, model refinement, data analyses and interpretation, quarterly scientific team meetings, and manuscript preparation and scientific dissemination. The Geneva Foundation is uniquely qualified to provide these services because of its established scientific collaboration with the VA on this ongoing research and the specialized expertise and knowledge of the project protocols, experimental models, and scientific objectives required to maintain continuity of the VA-funded study. Replacing the existing technical research support would require significant time to develop the specialized knowledge necessary to support the research and could result in delays, increased costs, and disruption to the continuity and integrity of the study. Since the intent is to procure this on a sole source basis, this notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers and no solicitation will be posted to Contracting Opportunities on SAM.gov.
