The Taxiway Z West and A1 Reconstruction Project, administered by the City of Hayward in California, involves comprehensive pavement reconstruction of Taxiway Z between the intersections of Taxiway D and Taxiway F, including the adjacent fillets and an additional 300 linear feet of pavement on the southeast side of Taxiway D. The project also includes full-depth reconstruction of Taxiway A1 and a reconfiguration of the connection between the north and south segments of Taxiway Z to eliminate a 90-degree turn, thereby improving safety and enabling more continuous aircraft taxiing. Paved shoulders measuring 20 feet in width will be added along the reconstructed sections, and existing culverts along Taxiway Z will be removed and replaced with new stormwater drainage infrastructure to better manage runoff. The work is located at the Hayward airfield with a place of performance in Hayward, CA, zip code 94541. While the project is publicly forecasted with a posting date of July 15, 2026, and a filing date of July 8, 2026, no formal solicitation or contract number exists, and no pricing, line-item details, or contract value have been disclosed. The project is being processed under local environmental review procedures with a Mitigated Negative Declaration and related documentation, including a CDFW No Effect Determination and Notice of Exemption, but no federal acquisition regulations, contract clauses, or FAR/DFARS provisions apply. Payments for associated environmental fees are to be made to the Alameda County Clerk via check, cash, or credit, and submissions require five physical copies and self-addressed envelopes, with no electronic filing option available. No contracting officer, COR, or COTR has been designated, and the project is overseen by City of Hayward civil engineering staff, with no solicitation for external bidders or competitive procurement currently indicated.

The Project would include a full-depth reconstruction of Taxiway Z pavement between the Taxiway D and Taxiway F intersections, including the Taxiway D and E fillets, and an additional 300 LF of Taxiway Z pavement on the southeast side of Taxiway D. The reconstruction will include the addition of 20 foot paved shoulders along the reconstructed sections. The Project would also include a full-depth reconstruction of Taxiway A1 and reconfigure the existing connection between the north/south segments of Taxiway Z. The reconfigured Taxiway Z connection would allow aircraft to taxi at a more continuous rate and improve safety by eliminating the 90-degree turn at midpoint of Taxiway Z. Additionally, the Project would remove several existing culverts along Taxiway Z, and then would construct new culverts and other drainage improvements to manage stormwater flows.
