The U.S. Trade and Development Agency is soliciting proposals for Technical Advisory Services related to the Philippines Railroad Development under solicitation number 1131PL26R0022, with a closing date of June 12, 2026, at 1:00 PM Eastern Time. This unrestricted procurement, governed under NAICS Code 541690, is limited exclusively to U.S. firms or individuals, and all contractor and subcontractor personnel must be U.S. citizens or lawful permanent residents. Subcontracting is capped at less than fifty percent of the proposed price. Proposals must be submitted electronically by the deadline to contractproposals@ustda.gov and must include a signed transmittal letter. Offerors are required to be currently registered with an active status in the System for Award Management (SAM.gov) and must maintain that status through award and performance. Failure to comply with SAM registration or providing inaccurate Unique Entity ID or Tax Identification Number information renders an offeror ineligible. Contracts awarded to suspended, debarred, or proposed-for-debarment entities are voidable at the government’s discretion. The contract is a firm-fixed-price award with optional cost-reimbursable line items, structured as a 12-month base period with a one-year option, totaling up to 24 months if exercised. Performance may occur at the contractor’s U.S. facility or as directed in the Philippines. The scope requires comprehensive technical review and assessment of deliverables for the SCMB Railway TA contract, including evaluations of transport models, environmental and social impact assessments, regulatory analyses, and final reports. All deliverables must adhere strictly to a defined Task Report Outline, be grammatically and factually accurate, internally consistent, and free of errors, with quality control managed by the contractor, including use of professional editors as needed.
