This contract engages a contractor to design and deliver a specialized forensic peer recovery specialist training program tailored for Veterans Justice Programs (VJP) staff who assist justice-involved Veterans. The training focuses on equipping certified peer specialists with knowledge and skills related to the criminal justice system, behavioral health, substance abuse, and veteran-specific challenges. The curriculum, spanning four days, covers four key domains: recovery and wellness, advocacy, mentoring and education, and ethical responsibility, and includes modules on criminal justice system history, the Sequential Intercept Model, system structures at various jurisdictional levels, and distinctions between jail and prison. A needs assessment will be conducted prior to training to tailor the content, and evaluation tools including pre- and post-surveys and worksheets will be developed to measure the program's effectiveness. The scope includes delivering a pilot training with up to 20 participants, updating materials based on feedback, and providing virtual training sessions. Additionally, a train-the-trainer component is to be created to foster program sustainability internally, adding a fifth training day for identified trainers along with ongoing evaluation and support. The contract has a one-year performance period with an optional extension and requires coordination with the VHA National VJP Peer Services Coordinator. The SAFE Project, a national nonprofit with expertise in forensic peer training and opioid epidemic prevention, is the sole source contractor. The government will provide necessary support but the contractor will not access VA systems or sensitive personal data. Regular quarterly progress reports are mandated, and all deliverables remain the property of the U.S. Government.
