AI Contract Overview
The U.S. Navy, through the NAVSUP Fleet Logistics Center Norfolk, intends to award a sole-source, firm-fixed-price contract to The University of Chicago’s Booth School of Business to send three Captains to its High Performance Leadership course within the Executive Education Program. This action is justified due to the unique nature of the program, which is exclusively managed and scheduled by the university, leaving the Department of the Navy with no ability to dictate timing, location, or format. Captains are given a roster of executive development options and are permitted to select sessions based on personal scheduling and location preferences, making this specific offering irreplaceable for the intended training objectives. The contract falls under NAICS code 611310 and is not subject to any set-aside provisions. Challenges to the sole-source determination must be submitted in writing by the response deadline of July 11, 2026, and must include sufficient evidence demonstrating that an equivalent service exists that meets the government’s needs as outlined. All submissions must be directed to Kaitlin O’Brien at kaitlin.n.obrien.civ@us.navy.mil, and the government reserves full discretion in evaluating any protests and making final decisions on competition. The performance of the contract will take place in Chicago, Illinois, and no other bidders will be considered unless an equally suitable alternative is proven to exist.

Full Description
IAW FAR Part 12, Acquisition of Commercial Products and Commercial Services, NAVSUP Fleet Logistics Center Norfolk, Mechanicsburg Office, intends to award a SoleSource Firm Fixed Price contract to The University of Chicago for three (3) Captains to attend the university's High Performance Leadership course as part of the Executive Education Program.
This action is justified to be sole source. As the executive education programs are run and scheduled by the schools, the DON has little to no input on when and where they occur. Captains are provided with a list of Executive Development training opportunities so that they may select the session which meets their needs regarding factors including location and schedule.
Any challenges to this sole source must be received in writing and sent to kaitlin.n.obrien.civ@us.navy.mil. To be considered by the Government, challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
