The U.S. Navy, through the NAVSUP Fleet Logistics Center Norfolk, intends to award a sole-source, firm-fixed-price contract to The University of Chicago’s Booth School of Business to send three Captains to its High Performance Leadership course within the Executive Education Program. This action is justified due to the unique nature of the program, which is exclusively managed and scheduled by the university, leaving the Department of the Navy with no ability to dictate timing, location, or format. Captains are given a roster of executive development options and are permitted to select sessions based on personal scheduling and location preferences, making this specific offering irreplaceable for the intended training objectives. The contract falls under NAICS code 611310 and is not subject to any set-aside provisions. Challenges to the sole-source determination must be submitted in writing by the response deadline of July 11, 2026, and must include sufficient evidence demonstrating that an equivalent service exists that meets the government’s needs as outlined.
