Notice of Intent to Sole Source USCGC MELLON Dockside Repairs FY17 The United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), intends to negotiate and award a contract for the referenced dockside repairs requirement on a sole source basis under the authority of 10 U.S.C. 2304(c)(5), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-5 - Authorized or Required by Statute. The applicable statute is 15 U.S.C. 657a - HUBZone Program, as implemented by FAR Part 19.1306 - HUBZone Sole Source Awards. The intended HUBZone contractor is Janco Enterprises, Inc., PO Box 236576, Cocoa, FL 32923, CAGE Code 1NWQ7. The North American Industry Classification (NAICS) Code for this action is 336611 - Ship Building and Repairing. The small business size standard for this NAICS code is 1,250 Employees. The Federal Product Service Code for this action is J999 - Non-Nuclear Ship Repair (West). Attached is a draft statement of work (SOW) that details the work involved. Drawings and Technical Publications may be provided with compliance to the following: i. The contractor shall be certified as a US or Canadian contractor by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS). Instructions and procedures for being certified by JCP can be found at http://www.dlis.dla.mil/jcp/ . Current certification by JCP is required to be granted access to these packages by the USCG. ii. A determination by the Government not to compete this contract is solely within the discretion of the Government.
