The U.S. Embassy in Kuala Lumpur is soliciting quotations for the creation of twelve high-fidelity, cinematic-style videos designed to engage online audiences on key policy priorities, including U.S. trade in Malaysia, the benefits of U.S. higher education, countering propaganda, exchange alumni stories, and American exploration of Malaysian culture. The videos, each between 30 and 60 seconds, must be produced in multiple aspect ratios—9:16 vertical, 1:1 square, and 16:9 widescreen—and delivered in MP4/MOV formats optimized for platforms such as Instagram Reels, Facebook, X, LinkedIn, and YouTube. Production methods may include stop-motion, 2D/3D animation, and live-action footage, with all content required to meet professional standards in visual quality, including high-dynamic-range editing and color grading, as well as professional sound design incorporating foley, transitions, and mixed voiceovers. Each video must include burnt-in subtitles and separate SRT files for English, Bahasa Malaysia, and Mandarin, along with transcripts for English and Bahasa Malaysia, and must feature proper branding for the U.S. Embassy and Freedom 250. All materials created under this contract become the exclusive property of the U.S. Embassy upon full payment, with perpetual rights granted for use across all digital platforms. The Contractor must comply with applicable U.S. and Malaysian laws and regulations, and ensure full copyright compliance for all background music, B-roll, and stock footage used.
