AI Contract Overview
The Mission and Installation Contracting Command at Fort Knox is soliciting proposals under solicitation number W9124D26RA096 to establish a Multi-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for professional video production and audiovisual support services in support of the Joint Task Force-National Capital Region, Military District Washington, and other Department of Defense and federal agencies. The contract has a five-year ordering period from September 1, 2026, to August 31, 2031, with a total program ceiling of $45 million and a minimum guarantee of $150 per contractor. The requirement, classified under NAICS code 512110, is a total small business set-aside, and all offerors must be registered in SAM with current annual representations and certifications. Proposals must be submitted by July 10, 2026, in four searchable PDF volumes including a cover letter, technical proposal (with experience/capability, product samples, and treatment), past performance information, and solicitation compliance documentation, each with specific formatting and page limitations. The scope of work demands full lifecycle production of video content—including script development, pre-production planning, field and studio shooting, post-production editing, motion graphics, and distribution—meeting SMPTE industry standards and mandatory Section 508 compliance with closed captioning and audio description for all final products. Deliverables must adhere to standardized procedures outlined in the PAD Production Guide and include original footage logs, as-produced scripts, and stock materials. The government will evaluate proposals using a gated phase approach, where experience and capability must pass a mandatory threshold before technical and past performance factors are assessed as acceptable or unacceptable. Contractors must maintain a quality control system to prevent defects and ensure compliance with all task order requirements. All work must be conducted without classified access unless specified per individual task orders, and contractors are responsible for securing government and proprietary equipment. Invoicing must be submitted via WAWF using appropriate documentation types, and payment requests must conform to DFARS and FAR requirements. The contract includes a mandatory post-award conference attendance requirement for key personnel and places of performance across the National Capital Region, with deliveries directed to Fort McNair, DC. Offerors must comply with all solicitation amendments, include the signed SF-30, and complete all fill-in contract clauses, particularly regarding prohibitions on inverted domestic corporations and security representations.
