This contract is for providing virtual simultaneous interpretation services in both of Canada's official languages, French and English, to support scientific conferences and fish stock assessment meetings organized by the Maurice-Lamontagne Institute of Fisheries and Oceans Canada. The primary purpose is to ensure linguistic accessibility during these important events, which involve detailed scientific discussions on marine biology, oceanography, and fisheries resource management. Fish stock assessment meetings are annual, multi-day events critical to sustainable fishery management and often involve complex sessions lasting around seven hours per day. Scientific conferences, on the other hand, are shorter, typically lasting up to an hour and involving fewer speakers focused on marine ecosystem research. The contractor will deliver remote interpretation services via platforms like Zoom, employing two interpreters for the extensive fish stock assessment meetings and one interpreter for the shorter scientific conferences. The contract is effective from the award date until March 31, 2027, with two optional one-year extensions at the Department’s discretion. There are no security requirements, and the procurement falls under multiple Canadian free trade agreements including those with Chile, Colombia, Panama, Korea, Honduras, and the Canadian Free Trade Agreement. Inquiries and submissions are managed through the designated contract authority, Manon Paulin, and documents may be submitted in either official language. The contract underscores the importance of these services in facilitating crucial dialogues among scientists, government officials, and industry stakeholders.

Solicitation #: 30007702 This requirement is for Fisheries and Oceans Canada Title: Virtual simultaneous interpretation services for scientific conferences and fish stock assessment meetings organized by the Maurice-Lamontagne Institute of Fisheries and Oceans Canada Objective: There are two main objectives of the contract: 1) Fish Stock Assessments The fish stock assessment meetings held in the Québec region are annual scientific events led by Fisheries and Oceans Canada. Their purpose is to evaluate fish population status and provide recommendations based on scientific data in marine biology and physical oceanography. These assessments play a critical role in the sustainable management of fishery resources. Meetings are recorded and may be used as reference in legal proceedings, if necessary. Given the importance of these for the fishing industry and other stakeholders, it is essential to provide linguistic accessibility by offering simultaneous interpretation services in both official languages of Canada (French and English). 2) Scientific Conferences Scientific conferences hosted by the Maurice Lamontagne Institute are high-level events that bring together researchers, experts, government representatives, and members of the fishing industry to discuss issues related to marine ecosystems. Theses meetings are an opportunity to share the latest findings in marine biology, oceanography, fisheries resource management, and environmental science. Scope of Work: The Contractor must provide remote simultaneous interpretation services in Canada’s two (2) official languages (French and English), using a platform such as Zoom. These services apply to two (2) distinct types of events: • Commercial Fish Stock Assessments: Two (2) interpreters are required, as these meetings typically span multiple days, with sessions lasting approximately 7 hours per day in 30-minute intervals. They involve complex discussions among scientists, government officials, and stakeholders from the fishing industry • Scientific Conferences: One (1) interpreter is sufficient, as these events last a maximum of 60 minutes and typically involve a limited number of speakers in the fields of marine biology, physical oceanography, and marine ecosystems. Security Requirement: There is no security associated with this requirement. Period of Contract: The period of contract shall be from date of award to March 31, 2027. There are two (2) option periods of one (1) year to be exercised at the discretion of the Department. Trade Agreements: The requirement is subject to the Canada-Chile Free Trade Agreement (CCFTA), Canada-Colombia Free Trade Agreement, Canada-Panama Free Trade Agreement, Canada-Korea Free Trade Agreement (CKFTA), Canada-Honduras Free Trade Agreement and the Canadian Free Trade Agreement (CFTA). Contract Authority: Name: Manon Paulin Phone Number: 438.468.3247 Email Address: DFOtenders-soumissionsMPO@dfo-mpo.gc.ca and Manon.Paulin@dfo-mpo.gc.ca Inquiries: Inquiries regarding this RFP requirement must be submitted to the Contracting Authority named above.
